Over human history, certain people have manifested extraordinary abilities. The abilities, however, go beyond the scientific achievement, artistic legacy, and athletic prowess of the cream of humanity's crop. The particular abilities of this group can truly only be defined as
superhuman. Tending to manifest one particular ability, these people, most often referred to today as
supers, lead various and diverse lives. Some chose to hide the nature of their powers. Others display them openly, sometimes violently--and some supers view themselves as superior to those without powers, derisively referred to as
normals in supers' slang.
Those who support an agenda of super superiority have coalesced into terrorist groups, prompting a government response. In 1990, a man using the codename of Paragon formed
Omicron, the first officially sanctioned federal agency to combat super terrorism. Although it had existed before, Paragon and his fourteen fellow founding members started to combat superhero terrorism, most notably from the group
Upsilon. Their battles took place all across the United States and sometimes even spilled over into the world stage. It all came to a head when Upsilon succeeded in murdering Paragon during a press conference. The death of their leader brought Omicrons together against their enemy. In the crackdown that ensued, key Upsilon members went underground. The media pronounced Upsilon 'disbanded' but wary members of Omicron remained doubtful.
These fears were realized by the attempted assasination of Omicron Commander Alpha, Paragon's successor, June 17th, 2010. Believed at first to be the work of Upsilon, an open letter revealed a new threat, anti-super terrorist group
The League of Ordinary Leaders. Upsilon responded by reemerging and both groups took to the streets with Omicron now under new directives to police them. As always, the losers in these conflicts were invariably the civilians caught up in the violence, many of whom were wounded or killed during various attacks. Public clamor against Omicron lead to its forced desegregation with the hiring of its first non-powered member into the key position of co-commander. Under increasing scruitney, Alpha was promoted out of Omicron into the Department of Homeland Security.
The
civilians of D.C. are inhabiting what might best be described as a war zone. This is the front line for anti-super and pro-super conflict. Super or normal, affiliated or just living here, they are all involved in this--whether they want to be or not.
